Sarah-Kay brings over 20 years experience as a policy and social researcher, academic, public affairs advisor, and senior manager to her position as Executive Director of the DRDC. For twelve years she lived in England, working first as a public affairs consultant and then member of the board of directors of EU government relations firm Counselors in Public Policy. In 1995 Sarah-Kay joined the faculty of the Department of Management at Birkbeck College in the University of London; in 1996 the faculty elected her to serve as a Member of the College's Board of Governors.

Sarah-Kay began working with the elementary and secondary education research community shortly after her return to the U.S. She joined DRDC from the Consortium on Chicago School Research, where she worked to promote the use of research findings for educational improvement, planning and conducting policy and educational outreach for both local Chicago and national American audiences. Sarah-Kay's other prior appointments include positions with the U.S. Bureau of the Census, the British General Election Study at Oxford University's Nuffield College, the London School of Economics and Political Science, Northwestern University's Kellogg Graduate School of Management, and The Rowland Company, a subsidiary of Saatchi & Saatchi PLC. Sarah-Kay received her PhD and MA from Northwestern University, and an MBA from the City University, London, England.
